Obsequious: Obedient or attentive to an obsessive or servile degree. When he is not pontificating to those viewed in a lower social order, he is obsequious to all those that might elevate his social or corporate ranking.

P:

Pontificate: Speaking in a pompous or dogmatic manner. Express one’s opinions in a way considered annoyingly pompous and dogmatic: I find he continuously pontificates when speaking to anyone he feels superior to which seems to be all those not up a run in social or corporate ladder.

Pithy : (of language or style) concise and forcefully expressive. Many will accuse me of often being pithy when trying to extol the virtues of such radical changes in the way we should lead our technical teams at the school board.
